For police it’s a reactive order. The reaction would occur under a few circumstances.

Once the condition is read they would make sure that any person matching the no contact order was not with the subject. (Often a no contact also includes things like resides, works or known to be … but it’s unless the order specifically mentions those locations by address or common name it’s unlikely that it will be checked on).
– If initiated by the subject of the order. If he or she receives contact, noticed their presence and contact police to report the order being violated the police would take action on the breach of probation. It should be noted that NCC usually specifies “directly and indirectly”. Directly is what we normally think of – spoken too, called, texted, emailed.
