    Send them a letter of demand stating if not paid promptly then you will enact legal proceedings.

    From a legal point of view, you could actually dismantle any portion that can be done so without causing damage, for whatever reason you care to give. It will completely invalidate whatever hours you have already invested though, and the builder/owner would then be well within their rights to throw away your claims for anything other than delivery of materials (already paid).

    They would have to prove either damage or incomplete delivery of materials to take any meaningful legal action, though I strongly recommend you do not pursue this course of action. You can either have a debt collector pursue the debt for you for a percentage, or you can sell the debt to a collector for X cents to the dollar.

    Personally I’d just keep on being a squeaky wheel, I’ve had someone make disparaging comments about the sum they owed me, turn that shit straight back on them: “If $2.5k is such a measly sum, surely you must have no problem settling the invoice then? I’m not the one coming up short here.” Their inability to make good their part is what you need to swing the spotlight back to any time they try to duck and weave.

    There’s always small claims, but it’s such a time sink and pita that they’re counting on $2.5k being not enough to go legal. Doesn’t hurt to get a letter of intent drafted, intention to sue, seeking payment of owed monies *plus legal fees incurred.* Sometimes that’s enough for them to panic-shart out a payment. If the work was organised through the builder, get the builder to pull their finger out and make sure you’re paid.

    And if all else fails, you can receive the revenue and claim the amount as a bad debt (tax deduction). To claim the debt you need to receive the amount you never received.
