    The council will let you know which is the applicable payment, but there is an appeals process you can follow if you believe the charge is unfair (and incorrect signage… would cover that usually).

    Appeal or and explain why you hadn’t bought the ticket – you might get lucky and get someone sympathetic. You’ve got nothing to lose.
