To my surprise, they informed me that the initial approval was meant for a one-time occurrence rather than a weekly arrangement.

If your employer has said you are not to shadow another department, then you cannot shadow the other department. They cannot fire you, but they can give you a warning. Too many warnings and you can be terminated.
If you want to change jobs, then you need to make it known and find out what steps you can take to get yourself over to that other department
