Ukraine recently claimed that a Russian attack drone fired on one of its Danube delta ports, causing it to crash on the territory of NATO-member Romania. This incident could potentially escalate the conflict between Moscow and its neighboring country. However, RomaniaÔÇÖs defense ministry has categorically denied these reports.

The alleged drone strikes occurred just hours before President Vladimir Putin’s meeting with Turkish President Recep Tayyip Erdo─ƒan in Sochi to discuss the resumption of a UN and Ankara-brokered deal that allowed Ukrainian grain exports via Black Sea ports.

These attacks, coupled with Russia’s ongoing bombardment of Ukraine’s Danube ports, including Izmail, have severely impacted Kyiv’s ability to export grain to global markets. In response, Ukraine’s state railway has imposed restrictions on all cargo transportation to Izmail.

Oleg Nikolenko, a spokesperson for Ukraine’s foreign ministry, stated on Facebook that the incident serves as a confirmation of the significant threat posed by Russian missile terror not only to Ukraine but also to neighboring NATO member states.

Similar incidents in the past have raised concerns about the conflict spreading to NATO countries. For instance, missile fragments from suspected Russian airstrikes landed in Poland last November. Ukraine has also accused Russia of firing cruise missiles over Moldovan airspace as a means of bypassing the country’s air defenses.

Romania’s defense ministry, on the other hand, maintains that the means of attack did not pose any direct military threats to its national territory or territorial waters.

Ukraine’s foreign minister, Dmytro Kuleba, pointed to photographic and video evidence to support the claim that the incident did occur. He suggested that Romania’s denial might be an attempt to avoid escalating the situation and prevent direct conflict.

To completely remove Russian forces from Ukrainian territory, Andriy Yermak, chief of staff for Ukrainian President Volodymyr Zelenskyy, called for additional air defense systems and offensive weaponry, such as longer-range missiles, from Western allies.

Oleg Kiper, governor of Ukraine’s southern Odesa region, reported that 17 attack drones were intercepted in the Izmail region, but some damage was inflicted on warehouses, production buildings, agricultural machinery, and industrial equipment.

Tudor Cernega, mayor of the Romanian township of Ceatalchioi, denied knowledge of any drones crossing into Romania but acknowledged heavy bombardments in the Izmail area.

The impact of this incident on Putin’s talks with Erdo─ƒan regarding the Black Sea grain agreement, which was brokered in July 2022, remains unclear. Russia withdrew from the initiative two months ago, citing unmet guarantees for its fertilizer exports to reach global markets. In response, Kyiv has tested Moscow’s blockade of its ports by unilaterally creating a maritime corridor through which four cargo vessels have passed.

According to Sandu-Valentin Mateiu, a Romanian defense analyst and former naval commander and intelligence officer, it is plausible that a drone could accidentally hit Romania. He emphasized that Romania wants to avoid escalating the situation and will act diplomatically unless there is a real threat to its territory or people.

Mateiu believes that the strike on Romania, if it occurred, was most likely unintentional due to Russia’s awareness of NATO’s commitment to defend its members. He also noted that Russia is unlikely to attack the bridge in Giurgiule╚Öti, which is crucial for Ukrainian grain exports via Romania, as it would further escalate tensions.
