Ask for a copy of the CCTV footage of you bringing the dog in. I would find it hard to believe that the hotel doesn’t have cameras on every entrance.
1) stop admitting and giving any validity to their claim. If you did not have a dog at the hotel stop there. Any hair or other evidence of a dog could have been left by a previous occupant.
