Presutti believes that individuals voluntarily opting out of the workforce is a significant contributing factor to the shortage of workers.

“Public assistance and unemployment were originally intended to bridge the gap until individuals get back on their feet,” Presutti explains. “However, I believe that one of the reasons businesses struggle to find workers is because, in many cases, people are being paid fairly well not to work.”

In addition, applicants have even requested to be paid “off the books” either fully or partially, in order to continue receiving unemployment benefits and other assistance.

Presutti proposes that better communication between employers and government agencies may help alleviate the situation. He suggests implementing a system where employers can report instances of work turn-downs and applicants failing to attend scheduled interviews. These reports could then be tied to an individual’s eligibility for public assistance benefits, potentially increasing the number of available individuals seeking employment.

“Companies are being forced to leave New York and shut down due to the lack of available workforce,” warns Presutti. “If there was a mechanism for employers to notify all government agencies when someone turns down a job or fails to show up for an interview, it would hold individuals more accountable. Taxpayers should not have to support individuals who are capable of working but choose not to.”

The unemployment rate in Orange County stood at 3 percent as of June 2023, which is lower than the county’s long-term average of 5.7 percent.
