    Your first move should to 100% contact your mums bank with her, as over commenters have mentioned the majority of high street banks are signed up to the contingent reimbursement model (CRM) code, the whole point of the CRM code is to combat APP scams, of which romance is a classic.

    The bank will try to recover funds that have been sent but they also will consider refunding any money that your mum has lost, the fact you have said your mum is vulnerable means that is highly likely they will. The descison is based on where the bank has done enough to protect your mum and there is a special focus on protecting more vulnerable customers.

    Does your mum accept this is a scam? if she’s currently not 100% convinced this is a scam then the bank are the only ones that will be able to outright stop her sending any money and have a vested interest in doing so (if they don’t do enough to stop suspected scam victims they can get fined along with also having to refund the victims as it falls under regulation to stop the movement of illicit funds).
