Americans typically get paid more than we do for the same jobs in most fields. They’re going to induce workers from the US to move to Canada and this will save the company money? Seems very odd to me.
I’d start with consulting an employment lawyer to see what they say in regards to severance. They also may offer good advice on how to deal with foreign companies who do this.
I don’t think a LMIA is always necessary for an American. CUSMA / NAFTA 2.0 comes into play.
I think they can use a NAFTA work permit, similar to the TN visa Mexico and Canada use to work in the US.
