    WA SEO here. In my normal course of working my cases, if there are important documents which need to be served to an NCP, I usually send them first via USPS certified mail. If the documents come back unclaimed or refused, but I have verified through one or more methods that the servee is indeed at that location, then I send the documents out again, but this time via a process server. If the process server is unsuccessful in getting the servee to open their door to accept service, then I send the documents again via process server, but this time to the servee’s place of employment, if it is known.

    There is another method of service in Washington State called “Usual Mailing Address,” where it is basically determined by DCS attorneys and possibly an administrative law judge (if a hearing is requested) that 1) The NCP does live at X Location, and 2) that leaving documents there counts as service because he is probably just trying to avoid service and we can be reasonably certain that he will be aware of the documents if they are delivered there. I have not yet used this method because it involves a lot of checking and re-checking up and down the legal and administrative chain, so my understanding of it may be incomplete, but that’s an option as well, at least for Washington State Child Support.

    Im in mn and my NC parent is in oregon. I filed last year and he has not filled out his packet or reported any income either. Will not confirm his address although they have been trying to serve him there.

    The Oregon child support worker calculated payments based on minimum wage and I disputed, so they imputed his income eventually. I am going to request an administrative hearing because he isn’t disclosing his income and it doesn’t make sense to me why he’s being like that.
