    If you feel a child is endangered, you have a responsibility as a human to report it!! Simple as that. No further discussion required.

    Once reported, the experts can decide what if any action is needed, but if you fail to report (even if it’s just a suspicion) and something happens to the child then your no better than the abuser.

    A 1yo probably won’t always walk and talk. Unless they are from a high SES family with access to lots of communication and less screens and activities that are nurturing. It can depend on the sociological aspect of the family and the culture. Lots of children don’t learn to walk that early, some walk at 8 months old. Many don’t talk until later, they usually worry about it if there’s not a certain amount of words by 18 months and then 2 years, etc. My daughter didn’t walk until 18 months old, first word at 16 months was “car”. She now reads and writes and grammar and spelling top of the class. I would just report it in case they’re not treating the rash

    Playing cards loudly and having some swearing seems normal to me. Baby is in bed asleep. Parents will still have a life when children are in bed. Maybe they might get a little loud at times. From where I’m from this seems normal. What’s not normal is yelling at the baby or domestic violence. Or drugs while having the baby in their care.

    Also, toddlers are easily up and down and grisly when it’s sleep time. They don’t know what they need or want. Sleep time can be a lot of crying and whining especially if it’s not in the baby’s home and it’s at your home or another persons home. Toddlers are very up and down with moods at the best of times, they aren’t always compliant or easy.
