    So, taxation is a huge cluster fuck and I’ll be the first to not even be surprised if I’m doing it wrong, but I never involve my wife in U.S. taxes so long as she has no presence and/or income from the U.S. I file separately and write NRA for SSN (Non-Resident Alien), and I did that for years. My tax situation got more complicated and then I went through one of those professional preparation services (they don’t offer like personalized advice, but they take your info including marital status and prepare it for you), and they have never required an ITIN either, though they just straight up leave the SSN blank. Every year my return is accepted and I get all my cash credits and everything, never an issue.

    We did move back to the US for a few years (then returned to Japan), and in *that* case, I had to get her an ITIN because she was actually in the US. But then after coming back to Japan, no ITIN.

    In summary, before you go down this nightmare rabbit hole, my suggestion is make sure you actually need it.

    Oddly enough I just went through this back in April. One question first for you, are you ok with filling out the w-7 form yourself? If so then going to the embassy to certify your passport and filling out the w-7 yourself saves you several hundred dollars. The CAA’s all make money off of certifying your passport and filling out the w-7 for you. I reached out to basically all of them listed on the embassies and the costs ranged from $400 – 600. So if you’re comfortable doing it yourself then go to the embassy, certify your passport, fill out the w-7 and mail it all in. However take this with a grain of salt as I was unable to do this due to time constraints. I had to get it done for this tax year before 4/15 and couldn’t get an appointment at the embassy in time so just like you I had to use a CAA. Otherwise I probably would have tried.

    That being said, the guy I ended up using was John Simon. I think he’s based out of somewhere near Atsugi but he’s also willing to travel to meet you closer to where you are assuming it’s not super far (I assume you’re in the Tokyo area)? He’s quick, professional, and one of the cheaper options (the cheapest one that didn’t require me to mail the passport to them). His fee for everything minus mailing it for you was $400. He’d be my recommendation.

    In some countries CAAs offer mail in of IDs to them (rather than all the way to US) and video meeting to sign the forms, so you might look into if the one in PH does that.

    Sorry, I don’t know those acronyms so I don’t know what you’re talking about.

    Sounds like it might not be something entirely Japan-specific, although you’ll have some Japan-related circumstances as you said.
